Schor finally submits a real 527 report to
IRS

Lansing mayor Andy Schor has finally submitted a complete
report to the IRS of contributions and expenses associated with his Section 527
organization. Here's how Wikipedia defines a
527
organization:

A 527-organization or 527 group is a type of U.S. tax-exempt
organization organized under Section 527 of the U.S. Internal
Revenue Code. A 527 group is created primarily to influence the
selection, nomination, election, appointment or defeat of
candidates to federal, state or local public office.
Technically, almost all political committees, including state,
local, and federal candidate committees, traditional political
action committees, "Super PACs", and political parties are
"527s." However, in common practice the term is usually applied
only to such organizations that are not regulated under state or
federal campaign finance laws because they do not "expressly
advocate" for the election or defeat of a candidate or party. |

Former mayor Virg Bernero had a 527 account for the
entire 12 years he was in office and seemed to report every penny
received and spent. I reported all those contributions and expenditures
here on this
website. Bernero abused the fund, spending much of it on his own
restaurant meals, but at least he reported. Schor has had his account
since 2013 and his first full report is for the first half of 2019.

Total expenditures were $12,320. The largest were $2,483
to Capital Fundraising Associates and $3,419 to Keystone Millbrook
Printing. There were several donations to charities. Such donations are considered expenditures.

click here. That takes you to this page on the IRS website:
Check Form 8872, enter EIN 46-1990008 and click
Submit Basic Search. Then click on Schor Lansing Fund. That gets you a
list of submitted forms:
The "Electronic" one is the only real report so
far. The "Paper" reports are pathetic. They are for 4/1-6/30
and 7/1-9/30 2018, and they reveal a total of 4 expenditures.
I heard about Schor's 527 account from then-Lansing
State Journal reporter Eric Lacy in early 2017, long before Schor won
the mayoral election in November. I emailed Schor about his 527 account
and about a bill he had drafted at my request eliminating the exemption of
pension calculation details from the Freedom of Information Act (he was
a state representative at the time.) He replied on March 23:

Hi Steve. Thanks for the emails. Sorry I didn’t get back to you a
few days ago. I am responding from my personal/campaign account
because this seems to be more campaign related.
In terms of the bill on retiree pensions, I am happy to talk about
this with anyone. Yes, we spoke and I had it drafted. But in doing
my due diligence, I have many people who objected to it. I am
actively involved with legacy costs discussions right now as a
member of the Governor’s task force on municipal retirement and
health care. Legacy costs will be something that we deal with on the
state level this year, and that I will deal with at the City should
I be elected Mayor.
As for the 527, it is called the Schor
Lansing Fund. We raise very little money and it is used for
charitable and non-profit contributions when I get requests. I
am inundated with these requests from charities and non-profits. My
wife and I can’t satisfy all these requests personally, and I don’t
want to use campaign dollars because we need those for the
campaign. That’s what this fund is used for.
Annual reporting is only
necessary if more than $25,000 is raised per year, and we raise
nowhere near that. Maybe a few thousand dollars per year.

Thanks for the information, Andy. I didn't realize that there was a
$25,000 limit for 527 reporting.
And thanks for the list of people and organizations who have
received payment from the Schor Lansing Fund. I know this is asking
a lot, but could you give me a full accounting of the fund,
including names, dates and amounts of all contributions to and
expenditures from the fund? |

Hi Steve. Let me see what I
can get.
With the campaign, and my
job as a State Rep, and family stuff, there is not a lot of
free time. I can get you an updated list of who we have
given to (the one I sent you was probably generated in
December of January) and I can see about the contributions.
I might need to start with this year and go backwards from
there. I know I have written a few small checks to charities
but need to backtrack it. I don't think I have received any
contributions but would have to look again to be sure. Plus,
I need to tell people who have given in past years that this
was requested. They may have an expectation of privacy, as
this is not a campaign-related fund nor is it an "issue ad"
fund and is something that is used for charitable giving. So
I need to let folks know that a request has been made.
I will get you what I
can.

I didn't get anything further. It
seems to me that if you are a politician and you are taking money
from people, you would keep detailed records.
